The list below is part 2 of our collection of free web applications for webmasters and developers. Each app has been tested on Windows XP and Vista. I’ve also added editor’s rating (level 1 to 5. One is poor, five is excellent) and level of “easy of use” (level 1 to 5. One is easy, five is hard) I will continue researching and adding more free tools to the list.

TheLetterEncrypter is a small freeware program that allows you to encrypt and then decrypt a piece of text using a password of your choice. The program consists of a small .exe file, so it’s fully portable. The way it works is extremely easy, you can either import a .txt file or write directly into the program.
